《辽沈晚报》2月28日报道:由抚顺市纪委、抚顺市监察局垂直派驻到抚顺市直21个部门的4个纪律检查组(监察室)27日正式挂牌运作。纪检部门垂直管理作为纪检监察制度的重大突破,抚顺市在全省开了先河,在全国是第二家。派驻纪律检查人员的行政、组织关系和工资福利等由抚顺市纪委统一管理。在传统纪检监察制度中,纪律检查机构只是作为所在单位的一个部门存在,纪律检查人员的行政、组织、工资关系等都隶属于所工作单位。在这种制度下,纪检、监察部门能否独立办案,往往要视所属单位主要领导态度而定。有的单位的领导支持纪检人员公正开展工作,也有的单位的领导习惯于干预、干扰纪检部门办案。有的领导面对一般职工被调查及处理不吭声,而当被调
