近期,国家能源局发布《2017年能源工作指导意见》(以下简称“《意见》”)。《意见》要求全国能源消费总量控制在44亿t标准煤左右,其中煤炭消费比重下降到60%左右;全国能源生产总量36.7亿t标准煤左右,其中煤炭产量36.5亿t左右,原油产量2.0亿t左右;全年力争关闭落后煤矿500处以上,退出产能5000万t左右。坚定不移落实去产能年度工作部署,加快淘汰落后产能,稳步发展先进产能,提高产能利用效率,促进生产能力与实际产出相匹配。
Recently, the National Energy Administration released the “Guidance Opinions on Energy Work in 2017” (hereinafter referred to as “opinions”). The Opinions require that the total amount of energy consumption in the country be controlled at about 4.4 billion tons of standard coal, of which the proportion of coal consumption has dropped to about 60%. The total energy production in China is about 3.67 billion tons of standard coal, of which 3.65 billion tons of coal output, crude oil production 200 million t or so; strive to close more than 500 backward coal mines throughout the year, exit capacity of about 50 million t. We will unswervingly implement the annual work plan for de-capacity production, accelerate the phase-out of backward production capacity, steadily develop advanced production capacity, increase the capacity utilization efficiency, and promote the matching of production capacity with actual output.
