党的十二届六中全会通过的《中共中央关于社会主义精神文明建设指导方针的决议》提出:“对外开放作为一项不可动摇的基本国策,不仅适用于物质文明建设,而且适用于精神文明建设。”认真贯彻这一指导思想,研究开放给学校思想政治工作带来的促进和提出的新要求,探索在这一项基本国策指导下学校思想政治工作的规律,是实现社会主义精神文明建设根本任务的重要方面,也是教育工作者的重大责任。
