中国共产党第十六届中央委员会第四次全体会议,是在我国改革发展关键时期召开的一次极其重要的会议。会议圆满完成各项任务,是一次民主的会议、团结的会议、务实的会议。贯彻落实好这次全会精神,对于推进中国特色社会主义伟大事业和党的建设新的伟大工程,具有十分重大的意义。全会听取和讨论了胡锦涛同志受中央政治局委托作的工作报告。全会充分肯定党的十六届三中全会以来中央政治局的工作。全会审议通过了《中共中央关于加强党的执政能力建设的决定》。《决定》深刻阐述了加强党的执政能力建设的重要性和紧迫性,全面总结了半个多世纪以来党执政的主要经验,明确提出了加强党的执政能力建设的指导思想、总体目标和主要任务,是加强党的执政能力建设的重要纲领。全会经过认真讨论,决定同意江泽民同志辞去中共中央军事委员会主席的职务。全会高度评价江泽民同志为党、为国家、为人民作出的杰出贡献。全会决定,胡锦涛任中共中央军事委员会主席。全会一致认为,这有利于坚持党对军队绝对领导的根本原则和制度,有利于加强军队的革命化、现代化、正规化建设。
The 4th Plenum of the 16th Central Committee of the Communist Party of China is an extremely important meeting held at the critical period of our country’s reform and development. The conference successfully completed all tasks and was a democratic conference, a united conference and a pragmatic conference. Implementing the spirit of this plenary session is of great significance to promoting the great cause of socialism with Chinese characteristics and the great new project of party building. The plenary heard and discussed the work report commissioned by Comrade Hu Jintao by the Political Bureau of the Central Committee. The plenary meeting fully affirmed the work of the Political Bureau of the CPC since the Third Plenary Session of the Party’s 16th Central Committee. The plenary session reviewed and adopted the Decision of the Central Committee of the Communist Party of China on Strengthening the Building of the Party’s Ability to Govern. The Decision profoundly expounds the importance and urgency of strengthening the building of the party’s ability to govern, comprehensively summarizes the major experiences the party has been in power since the beginning of more than half a century, and clearly sets forth the guiding ideology, overall objectives and major points for strengthening the party’s ability to govern. The task is an important program for strengthening the building of the party’s ability to govern. After careful discussion, the plenum decided to agree with Comrade Jiang Zemin’s resignation from the chairmanship of the Central Military Commission. The plenary session highly praised Comrade Jiang Zemin for his outstanding contributions to the party, to the country and to the people. The plenum decided that Hu Jintao be chairman of the Central Military Commission. The plenum agreed that this is conducive to adhering to the party’s fundamental principle and system of absolute leadership over the military and is conducive to strengthening the military’s revolutionization, modernization and regularization.
