东北地区城乡协调发展过程中面临着城镇化集聚效应大于扩散效应、传统城镇化发展优势逐渐削弱和制度约束日趋显现等困境,导致以工促农的基础不稳固和以城带乡的能力弱化,城乡协调发展动力不足。推动东北地区城乡协调发展,需要以中心城市产业外溢带动城乡边缘区发展、提升中小城镇的载体功能、推进农村工业化、完善农村土地流转制度体系和加强农民职业技能培训,以此推动城乡一体化进程。
