《哈尔滨市志》由72部专志组成,合成36卷。各专志一律不设《附录》、《附录》单独成书与《人物》合卷为《哈尔滨市志》第三十六卷。《附录》含四部分内容:一、地方法规存要、存目;二、地方史志文献存要;三、专题;四、修志始末。之所以收录以上四部分内容,是因为这些内容虽然很珍贵、很重要,但由于这些资料入志方式,记述方法都异于志书的其它内容,很难纳入《哈尔滨市志》某一部专志之中,“阑之则不伦”;而《哈尔滨市志》如果不收录这部分内容又有不全之缺憾,“弃之则可惜”,从而收入《附录》之中。其中“地方法规存要、存目”、“地方史志文献存要”两部分是原始资料直接入《附录》;“专题”是与哈尔滨市形成、发展有密切关系的事物、事件始末的考证;“修志始末”是叙述哈尔滨市本届修志的全过程及经验、教训与体会,是《哈尔滨市志》的后记。
