1993年4月8日,国家物价局、新闻出版署以[1993]工字14号文,联合下发了《关于改革书刊价格的管理的通知》,其主要内容如下: 一、大中专教材和中小学课本价格仍按现行管理体制和管理权限实行国家定价。国家及省级教育行政管理机关指定与中小学课本配套的教学参考书、复习资料、学生练习册以及中小学生必备的字典,由出版单位提供印张定价标准和定价依据,并按隶属关系报新闻出版管理部门和物价主管部门批准执行。
