实现由“管制型政府”向“服务型政府”转变,以往相当多人还认识不充分。这次非典疫情的冲击,使建设服务政府的必要性和紧迫性愈加彰显。一方面,抗疫有力地推动了向服务政府的职能转变步伐,另一方面,也使我们对建设服务政府中存在的问题有了更加清晰的认识。 各级政府在抗击非典过程中,政府职能进一步转变,在建设服务政府方面向前迈进了一大步,大体有3个方面的可喜变化:
