在社会主义新农村建设中,村集体经济组织财务管理受到各级党委和政府的高度重视,温家宝总理明确指出:“推动村组财务管理和监督向经常化、规范化、常态化发展”。规范农村财务管理,为农民群众管好钱、谋利益、办实事,已经成为配合社会主义新农村建设,促进民主理财和农村民主法制建设的一项基础性工作。
