党的十五大提出积极推进机构改革的重要任务,九届人大一次会议拉开了新一轮政府机构改革的序幕,成为全民关注的焦点。这场规范空前的机构改革国务院已圆满结束,各地也将于明年陆续推开。在今后三年时间里,现有一半左右的机关干部将在新一轮机构改革中通过多种渠道被精简分流,数以百万计的机关干部都将面临严峻的挑战。如何对待这场具有跨世纪划时代意义的革命性机构改革,将是摆在广大党员干部面前一个严肃的政治问题。
The 15th National Congress of the Communist Party of China put forward the important task of actively promoting the reform of the institutions. The first session of the Ninth NPC opened the prelude of a new round of reform of government institutions and became the focus of public concern. This unprecedented reform of the State Council has been successfully concluded, and various places will also be opened next year. In the next three years, about half of the existing cadres will be streamlined and diversified through various channels during the new round of institutional reforms. Millions of government officials and cadres will face serious challenges. How to treat this revolutionary structural reform with an epoch-making significance across the entire century will be a serious political issue for the broad masses of party members and cadres.
