江泽民总书记在刚刚召开的全国再就业工作会议上指出,“就业是民生之本”。就业的战略地位和重要性不言而喻。如何将民生之本的就业落到实处,真正扎实有效地提高就业的内在质量,大力发展职业教育培训,应是首推之策。劳动保障部推出的“技能振兴计划”,不仅是落实全国职教会议精神的重要举措,也是落实全国再就业工作会议精神、推动就业工作深入发展的有力保障。 就业和培训,或培训和就业,具有互动效应。这一效应的基础是通过市场作用加以体现和具体化的。其规律不仅体现在我国政策和发展的经验教训中,在市场经济发达的国家实践中早有定论。本期推出“摩托罗拉”、“西门子”、“索尼”等企业的培训,旨在借鉴国外职业教育培训的成功经验,探索发展职业教育培训更加有效的途径和方法,落实全国职教会精神,推动职教发展,促进就业的良性循环,特别是要通过“技能振兴计划”的实施,达到提高企业竞争实力的目的。
