河南省漯河市东风建筑公司是个集体企业。几年来,他们在上级党委的领导下,勇于改革,大胆实践,采取了适应集体经济特点的经营管理办法,打破了“铁饭碗”,调动了职工的积极性,促进了生产的发展。这个公司根据集体企业自负盈亏、自主济营的特点,认真实行经济责任制,贯彻按劳分配的原则,从公司、施工队、加工厂到生产班组以至个人,实行分级核算,层层包干。这个公司没有照搬国营企业的劳动工资制度,而是从实际出发,实行了“工人能进能出、干部能上能下、工资级别能升能降”的新规矩,打破了“铁饭碗”、“铁乌纱”的陈规,促进了生产的发展。
Luohe City, Henan Province Dongfeng Construction Company is a collective enterprise. Over the past few years, under the leadership of the higher Party committee, they have courageously reformed and boldly practiced, adopted management measures that suit the characteristics of the collective economy, broke the “iron rice bowl”, mobilized the enthusiasm of employees, and promoted the development of production. The company conscientiously implements the economic responsibility system based on the characteristics of the collective enterprises’ own profits and losses and self-employment, and implements the principle of distribution according to work. From the company, the construction team, the processing plant, to the production team and even the individual, the company implements the classification accounting and leaves them at every level. The company did not copy the labor wage system of state-owned enterprises, but proceeded from reality and implemented a new rule that “workers can enter and leave energy, and cadres can go up and down, wage levels can rise and fall,” breaking the “iron rice bowl”. The stereotypes of “Iron and Ukrainian yarn” have promoted the development of production.
