长江的来水、来沙具有不确定性,水库淤积、河势演变及河床冲淤难以预测;因此,全面系统地掌握三峡工程水文情况和泥沙走势的本底资料,不仅关系到库区寿命和电站及船闸的防沙、排沙,还关系到长江下游河床冲刷、防洪及航运;对库区移民、长江上游水土保持及建库等方面亦有较深远的影响。对此,原中国水电顾问有限公司组织有关专家,就三峡工程水文泥沙观测项目的特点,以及项目预算中涉及的诸多基础参数做了认真分析,为该项目预算的编制提供了重要依据。
