当前,国内外经济形势复杂严峻。国际金融危机的影响还在持续。国内实体经济经营环境不佳,特别是中小企业生存发展面临严峻考验。许多企业纷纷涉足民间借贷、房地产等领域,经济风险正在累积。温州、鄂尔多斯等地民间融资资金链已经出现断裂,造成了一系列不良后果。上述情况均表明,我国虚拟经济与实体经济相脱节的问题越来越突出,长此以往必将对整个工业经济的正常运行造成不良影响。“十二五”时期是我国加快推进新型工业化重要时期,开展实体经济和虚拟经济研究,加强金融政策与产业政策的衔接配合,对推动我国新型工业化进程,进一步提高工业经济运行质量和效益具有十分重要的意义。尽快构建实体经济与虚拟经济的协调发展机制,已经成为事关我国国民经济能否健康持续发展的重大问题。

As soon as possible to build a coordinated development mechanism of real economy and virtual economy has become a major issue that concerns the healthy and sustainable development of our national economy.
