像资源税价格改革从新疆试点再到全国普及的发展历程一样,天然气价格改革也选择了试点的方式打探市场行情。然而,试点是为了全面的推广做铺垫的。当在试点地区完成了理顺市场和价格机制这一重要任务后,接下来的工作就是全面推广。试点实验总是选择在政策执行相对容易的地区,等到建立起反映市场供求和资源稀缺程度的价格动态调整机制、逐步理顺天然气与可替代能源比价关系后,最终在全国范围内推广。在局部试点已经相对成熟的机制,放大到全国范围,是否依然会发挥机制的优势?
