这次专题讨论邮电价格是建国以来第一次,而且从理论与实际结合的高度进行探讨更是前所未有。大家知道,邮电通信部门是社会的基础设施和社会发展的必要条件,是物质生产部门之一。人类社会的生存、发展一刻也不能离开信息的交换、处理,只是在不同的社会发展阶段,由于生产力发展水平不同,对信息的获取、处理、交换和信息的利用手段、水平及深度不同而已。通信部门是担负着人类社会对信息的交换、传输和部分处理的一个物质生产部门。通过通信部门的劳动,为人类的交往和进步,为社会生产力的发展提供效益。因此,人类社会一定的生产力水平,要求有一定的通信水平与之相适应。
