在全国解放战争由战略防御逐渐向战略进攻转变之际,为贯彻落实上级党组织的会议精神和指示,中共闽浙赣区党委城市工作部在林森县召开龙山会议,会议确定了城市为农村服务,为游击战争服务的指导方针,为做好新形势下的城市工作,夺取新民主主义革命在福建的伟大胜利作出了重要贡献,在城工部史乃至福建党史上具有重要的历史意义。
