目前我国图书馆事业发展的最大问题就是缺乏全国统一适用的图书馆法。不成体系、规定模糊、操作性不强且立法层级较低,难以真正保证图书馆事业的健康发展是我国图书馆法的现状。我国图书馆立法工作面临的困境则是:政府缺乏足够重视、理论研究不够充分、观点难以达成统一、立法程序复杂等。据此文章建议:加强图书馆自身建设和理论研究,借鉴发达国家经验并尽快统一观点,建立全国性图书馆行政机构,实行统一管理、统一规划,以促进我国图书馆立法的进程。
At present, the biggest problem in the development of the library industry in our country is the lack of a uniform and applicable library law nationwide. It is difficult to truly guarantee the healthy development of the library industry as a status quo of our country’s library law. Libraries in our country legislative work is facing difficulties: the government lacks enough attention, theoretical research is not sufficient, difficult to reach consensus on the point of view, the legislative process is complex and so on. Based on this, the article suggests: to strengthen library self-construction and theoretical research, learn from the experience of developed countries and unify their views as soon as possible, establish a national library administrative agency, implement unified management and unified planning so as to promote the process of library legislation in our country.
