中共十五届四中全会《中共中央关于国有企业改革和发展若干重大问题的决定》为我国卫生事业体制改革,尤其是企业医疗机构的改革指明了方向.企业医疗机构作为社会职能要逐步与企业经营分开,进入社会.企业医疗机构社会化不仅仅是其隶属关系的转变,还涉及到我国卫生事业管理体制的改革,也很难一下子交给卫生行政部门而由政府包下来.企业医疗机构社会化过程中以下几个问题值得斟酌.
The “Decision of the Central Committee of the Communist Party of China on Several Major Issues Concerning the Reform and Development of State-owned Enterprises” at the Fourth Plenary Session of the 15th CPC Central Committee pointed out the direction for the reform of China’s public health system, especially the reform of the medical institutions of enterprises. The corporate medical institutions as a social function must gradually work with enterprises. Separate management and access to society. The socialization of corporate medical institutions is not only the transformation of their affiliation, but also the reform of China’s health management system. It is also difficult to turn them over to the health administrative department and packaged by the government. The following issues in the process of socialization are worth considering.
