我省将平价粮食商业亏损下放到市地州管理

省人民政府决定,从一九八九年一月一日起,将平价粮食商业亏损下放到各市、地、州管理,省对市、地、州实行亏损包干,节亏全留,超亏二八分担(省负担20%,市、地、州负担80%)。在下放平价粮食商业亏损的同时,下放粮食补贴基金收入,并与核定的亏损指标挂钩,实行“以收补亏,差额补助(或上解)”的办法。
