近年,我国多地频发自然灾害,人民群众生命和财产损失惨重,地区建设发展受到相当程度的破坏和阻滞。灾情在不断提醒我们——我国的城乡规划建设防灾减灾工作亟需深化,总体规划要从伊始就与防灾减灾规划相互支撑,紧密结合,并将防灾减灾规划切实落实。对此,本刊记者采访了我国抗震减灾领域的资深专家北京城市与工程安全减灾中心常务副主任苏经宇教授。采访中,苏教授就如何做好城乡规划与防灾减灾规划相结合以及灾后重建中应注意的问题发表了独到的见解。
In recent years, the frequent occurrence of natural disasters in many parts of our country has caused heavy losses in the lives and property of the people and the construction and development of the area has been damaged and retarded to a considerable extent. The disaster continually reminds us that our urban and rural planning and construction of disaster prevention and mitigation work urgently needs to be deepened. The master plan must be closely supported and closely integrated with the disaster prevention and mitigation planning from the beginning, and the plan for disaster prevention and mitigation should be effectively implemented. In response, our correspondents interviewed Professor Su Jingyu, a senior expert on earthquake disaster reduction in our country, and executive deputy director of the Beijing Municipal Center for Engineering and Disaster Risk Reduction. During the interview, Professor Su published a unique opinion on how to make the combination of urban and rural planning and disaster prevention and reduction planning as well as issues that should be paid attention to during the post-disaster reconstruction.
