当前,在深化国有中小企业改革中,随着产权改革的不断推进,人们在关注、支持、参与改革的同时,也对产权的改革提出了一些不同的观点和看法,尤其是有的同志对国有中小企业从一般竞争性行业彻底退出感到疑惑不解,甚至说“这样改下去,能否经得住历史的检验?”等等。如果这些问题得不到及时的解决,必将影响到深化国有中小企业产权改革的全面展开,也不利于处理好改革、发展与稳定之间的关系。因此,笔者结合所在地区的实际,谈谈深化国有中小企业产权改革应解决的几个问题。
