传统上,“权力”在国际关系话语体系和实践领域中占有重要的地位,它是众多国际关系理论的核心词汇和研究对象。在某些大国的国际关系实践中,权力的运用也占据了重要的地位。可以说,“权力”占据了传统国际关系理论和实践的舞台中央,成为了一种具有本位性质的范畴概念。但是,随着国际社会在核恐怖下的长期和平以及晚近全球化的加强,“权利”地位正在大幅提升,多数国际关系文件均以承载权利、义务的国际法律文件形式出现,“权利”已经逐渐取代“权力”成为国际关系领域具有本位性的概念范畴,“权利本位”取代“权力本位”正在或已经成为国际关系的现实。作为权利载体的国际法也必将在国际关系中发挥更大的作用。
