在当前我国“三期叠加”的经济新常态下,中央决心推动以“三去一降一补”为主要措施的“供给侧改革”。在这场改革中,国有企业既是经历者,更必须是推动者和引领者。国有企业只有进一步深化改革,快转型升级、提质增效的步伐,才能为我国供给改革目标的实现提供坚实基础,才能成为我国经济长期健康发展的基石。贯彻落实中央要求,推动供给侧改革,国有企业在改革和结构调整中要处理好七大关系:
Under the current new economic normal in our country, the Central Government is determined to promote “supply-side reform” with “three strides and one lower one-off” as its main measures. In this reform, state-owned enterprises are both experienced and must be promoters and leaders. Only by further deepening the reform, rapidly transforming and upgrading and improving the quality and efficiency of the state-owned enterprises, can we provide a solid foundation for the realization of the goal of China’s supply reform and become the cornerstone of our country’s long-term sound economic development. To implement the requirements of the Central Government and promote supply-side reform, state-owned enterprises should properly handle the seven major relations in the reform and structural adjustment:
