观澜镇位于深圳市宝安区东北部,全镇共有企业680家,实现工农业总产值17亿元(按90年不变价算),人平均收入6765元。全镇有11个行政村,96个自然村,农业人口15053人。过去,由于各村经济发展不平衡,存在集体经济管理跟不上,资产管理制度不健全,干群关系日趋紧张,村民上访日益增多等问题。因此,从1993年以来,观澜镇党委、政府坚持把农村财务管理工作作为—件大事来抓,取得了明显的效果。一、抓好干部培训,实现农村财务管理由家庭式理财向依法管理的转变
