党的十七届四中全会《决定》指出:“党的基层组织是党全部工作和战斗力的基础,是落实党的路线方针政策和各项工作任务的战斗堡垒。”这是新时期对基层党组织地位作用的高度概括,也提出了新的更高要求。必须认真贯彻四中全会精神,大力加强和改进基层党组织建设,为部队建设科学发展奠定坚实的组织基础。
