随着我国科学技术的高速发展和科技体制改革的不断深入,高校成为我国科学研究的重要基地。高校承担的科研项目越来越多,各种来源的科研经费在学校总经费中的比重越来越大。如何加强科研经费的管理成为上至国家相关部门、下至高校相关人员共同关注的课题。本文拟应用《行政事业单位内部控制规范(试行)》的理论,进一步完善A高校科研经费内部控制制度,提出运用内部控制思想改进科研管理的建议。
With the rapid development of science and technology in our country and the deepening reform of science and technology system, colleges and universities have become an important base for scientific research in our country. More and more scientific research projects are undertaken by colleges and universities, and the proportion of research funding from various sources in the total funds of schools is growing. How to Strengthen the Management of Scientific Research Funds Has Been a Problem of Common Concern from the Relevant Departments of the State up to the Relevant Personnel in Higher Learning Institutions. This article intends to apply the theory of “internal control of administrative institutions (for Trial Implementation)” to further improve the internal control system of scientific research funding in universities A, and put forward the suggestion of using internal control ideas to improve the management of scientific research.
