当前改革进入攻坚期、深水区,只有坚持全面改革,才能继续深化改革。“一个主题六条主线”锁定改革大方向十八届三中全会确定的主题是全面深化改革,这与十一届三中全会以来的前6次三中全会有所不同。尽管前6次会议也都与改革有关,但主题仅是某一方面改革。这次则包括了经济、政治、文化、社会、生态文明以及国防和军队改革、党的建设制度改革。之所以确定这样的主题,一方面是为了与“五位一体”总体布局相适应,另一方面也是实践需要,当前改革进入攻坚期、深水区,只有坚持全面改革,才能继续深化改革。
The current reform has entered a crucial period and a deep-water area. Only by adhering to a comprehensive reform can we continue to deepen the reform. The theme of the Third Plenary Session of the 18th CPC Central Committee is to deepen the reform in an all-round way. This is different from the 6th Plenary Session of the Third Plenary Session of the Third Plenary Session of the 11th Central Committee. Although the first six meetings are also related to the reform, the theme is only one aspect of the reform. This time includes the economic, political, cultural, social, ecological civilization and national defense and army reform, the reform of the party building system. The reason why this theme is set is that on the one hand it is to be compatible with the overall layout of the “five in one” and on the other hand it is also a practical need. Now that the current reform has entered a crucial and deep-water area, we can continue to deepen the reform only if we adhere to the comprehensive reform.
