亚太地区是当今世界上经济最活跃的地区。建设亚太自由贸易区是地区国家的共同愿望,有利于各国的经济社会发展和地区的和平稳定。2009年美国推出重返亚太战略后,提出将跨太平洋伙伴关系协定(TPP)作为构建亚太自贸区的优先路径,使亚太区域合作进入新的框架重构阶段。亚太地区已形成TPP、区域全面经济伙伴关系(RCEP)和中日韩自贸区同时推进的局面。在此进程中,TPP能否成为优先路径,RCEP能否尽快形成统一架构,以及中日韩自贸区接下来如何发展,是各方普遍关心的问题。中国如何在构建亚太自贸区过程中发挥好建设性作用也备受关注。
The Asia-Pacific region is the most economically active region in the world today. The establishment of an Asia-Pacific free trade area is the common aspiration of the countries in the region and conducive to the economic and social development of various countries and the peace and stability in the region. After the United States launched its strategy of returning to the Asia-Pacific in 2009, the United States proposed to use the Trans-Pacific Partnership (TPP) as a priority path for building an Asia-Pacific free trade area so as to bring the Asia-Pacific regional cooperation into a new phase of restructuring. The TPP, the Regional Economic Partnership (RCEP) and the simultaneous promotion of China-Japan-ROK FTAs have been formed in the Asia-Pacific region. In this process, whether TPP can become the priority route and whether RCEP can form a unified structure as soon as possible and how the FTA of Japan, South Korea will develop next is a matter of general concern to all parties. How China has played a constructive role in the process of building an Asia Pacific free trade area has also drawn great attention.
