1998年7月,祁阳县梅溪镇关心村农民董在文,因用火烧其自留地边树上的马蜂窝时,将相邻的同村村民冯顺秀的4棵桔树烧死。冯的丈夫多次要求董赔偿,但董不予理睬。冯顺秀夫妇只好向祁阳县人民法院提起诉讼。法院依法作出判决,由董在文赔偿冯顺秀家经济损失600元。董在文不仅拒不执行人民法院的生效判决,而且对冯家怀恨在心,立意进行报复。
In July 1998, Dong Zhaowen, a farmer who cares about the village of Meixi, Qiyang County, burned four orange trees of the adjacent villager Feng Shunxiu by burning the hornet’s nest on the tree. Feng’s husband repeatedly asked Dong compensation, but Dong ignored. Feng Shunxiu couple had to file a lawsuit to Qiyang County People’s Court. The court ruled in accordance with the law, by Dong Wen Wen Feng Xiu Xiu compensation for economic loss of 600 yuan. Dong Zaiwen not only refuses to implement the judgment of the people’s court, but also hates Feng’s family and acts revenge on his own initiative.
