2001年国家五部委下发了《关于农村卫生改革与发展的指导意见》,明确了新时期发展农村卫生事业的指导思想、目标任务,也指明了农村卫生改革与发展的方向,促进了农村卫生事业的健康发展。乡镇卫生院是农村三级卫生服务网络的枢纽,几十年来,它为农民的预防保健、基本医疗、健康教育、计划生育等发挥了重要作用。但部分乡镇卫生院的现状不容乐观,少数乡镇卫生院的生存和发展受到了严峻的挑战,必须寻求改革发展的良策。前一段时间,我们做了一些调研,和相关的同志进行了座谈。建议从以下几个方面入手:一、提高认识.摆正乡镇卫生院位置
