建设兰新铁路第二双线是我国铁路跨越式发展的一次重大实践。本文试图立足国情和路情,基于铁路发展和改革的本土化理论,揭示和阐释这一实践蕴含的多方面经济学意义。研究结果表明:该项目的实施既是中央政府实现既定战略的应急安排,又出自增强西部基础设施支撑能力的长远考虑;其经济技术优势放大了区域生产力布局主轴线的大通道效应;西北强公益性类型区铁路跨越式发展同样依赖于技术创新和制度创新的“双轮驱动”。
The construction of the second lane of Lan-Xin Railway is an important practice of China’s railway by leaps and bounds. This article attempts to reveal and explain the multi-faceted economic implications of this practice based on the national conditions and road conditions based on the localization theory of railway development and reform. The results show that the implementation of this project is not only the emergency arrangement for the Central Government to implement the established strategy but also the long-term consideration of enhancing the support capacity of the infrastructure in the western region. The economic and technological advantages have magnified the major channel effect of the main axis of regional productivity distribution. Type of regional railway development by leaps and bounds also rely on technological innovation and institutional innovation “two-wheel drive ”.
