邓小平同志在对中国的改革开放进行总设计时,对中国地区发展战略的选择问题表现出深切的关注。他在1978年就提出允许一部分地区生活先好起来,以极大的示范力量带动其他地区,使全国各族人民都能比较快地富裕起来的地区发展战略构想。这是中国地区发展战略思想历史性转变的一个标志。正确领会和贯彻邓小平同志这一地区发展战略思想,实施地区发展的合理布局,对于中国完成第二步发展战略目标具有决定性的意义,甚至对于完成第三步发展
In his general design of China’s reform and opening up, Comrade Deng Xiaoping expressed his deep concern about the choice of China’s development strategy. In 1978, he proposed to allow some parts of the country to get well first, and to use other exemplary demonstrations to drive other regions so as to enable the people of all ethnic groups across the country to develop strategic thinking in areas that are relatively affluent and prosperous. This is a sign of a historic shift in the strategic thinking on development in China. To correctly understand and carry out Comrade Deng Xiaoping’s strategic thinking on developing the region and to implement a rational layout of regional development are of decisive significance for China to accomplish the strategic goal of the second phase of development and even fulfill the third-step development
