国有企业不是本质,而只是一种载体,国有资本及其保值增值才是本质和内容。必须改变混淆经济利益本身和其载体———企业之间关系的现象,这要求在涉及国计民生的关键领域依然由国有企业控制,而在一般竞争性领域,应放弃控对企业的经营权,或参股或退出,变国有企业为活化的国有资本,并由专业投资公司独立经营国有资本。政府对国有资本保值增值负责,不再对企业负责。国有企业退出一般竞争性领域,独立经营国有资本是可行的,并具有诸多重要意义。
State-owned enterprises are not essential, but merely a carrier. State-owned capital and its value added and maintenance are the essence and content.
