《山东省人民政府办公厅关于进一步加强农民培训工作的通知》(鲁政办发[2004]33号)要求,从现在起到2010年,在全省初步建立起适应市场需求、服务“三农”、手段先进、灵活高效的农民教育培训体系。年培训数量达到100万人次以上,到2010年累计培训总量争取达到1000万人次。新阶段农民培训工作要面向农村和城镇两个市场,突出青年农民、提高农民综合素质和促进就业三个重点,实现由农业技术培训为主向一二三产业的综合培训、由单一技能培训为主向全面提高农民综合素质培训两个方向性转变。
