“三定”方案,在权力清单制度建立过程中,与法律法规一道被视为档案行政权力的依据。依据“三定”方案制定档案行政权力清单的缘由是我国行政组织法律体系的不完备。充实、修改、完善现有行政组织法律法规,将“推进机构、职能、权限、程序、责任法定化”是建设法制政府的必然趋势。
“Three ” program, in the process of establishing the power list system, together with laws and regulations are considered as the basis for file administrative power. The reason for formulating the list of administrative powers of archives based on the “Three Plans” is that the legal system of administrative organizations in our country is not complete. Enrich, revise and perfect the laws and regulations of the existing administrative organizations, and “promoting the institution, functions, powers, procedures and responsibilities” should be the inevitable trend of building a legal government.
