香港的华人社团和教会事业自1970年代后开始职业化,出现了大量NGO。1990年代后,香港NGO走上了专业化发展道路。近10年来,政府紧缩社会福利开支,影响了香港社福界的服务质素。相比之下,上海NGO行业呈现“政府性非政府组织”主导的格局,境外NGO向其积极靠拢,体制内不同NGO分碗吃饭、旱涝保收。而在体制外,草根NGO明显资源不足,加之城乡互动乏力,影响到了NGO事业的创业、创新与长足发展。
The Chinese community and church in Hong Kong have been professional since the 1970s, and a large number of NGOs have emerged. After the 1990s, Hong Kong NGOs embarked on a specialization path. In the past 10 years, the government tightened social welfare spending, affecting the quality of service of the social welfare sector in Hong Kong. In contrast, the NGO industry in Shanghai showed a pattern dominated by “government-based NGOs”. Overseas NGOs moved closer to them, and different NGOs in the system took part in the floods and droughts and floods. Outside the system, grassroots NGOs have obviously insufficient resources, coupled with the sluggish interaction between urban and rural areas, affecting the undertaking, innovation and rapid development of NGO undertakings.
