为了考察地区发展的新情况,突出反映民生改善问题,根据“十八大”精神,中国统计学会组织课题组,在原《综合发展指数编制方案》的基础上,调整和补充部分指标,改进为《地区发展与民生指数编制方案》。测算结果显示,四大区域发展与民生指数平稳增长,中、西部地区增速较快,发展与民生指数的各分项指数持续提高,2011年31个省(区、市)发展与民生指数比2010年均有不同程度的提升。

In order to investigate the new situation of regional development and highlight the improvement of people's livelihood, according to the spirit of the “18th National Congress of the Communist Party of China”, the Chinese Statistical Society organizes task groups to adjust and supplement some indicators on the basis of the original “Comprehensive Development Index Compilation Plan” and improve For the “regional development and livelihood index programming.” The results of the calculation show that the development of the four regions and the people's livelihood index have been steadily increasing, the growth rates in the central and western regions have been growing rapidly, and the sub-indices of development and the people's livelihood index have continued to increase. In 2011, the ratio of the development of 31 provinces (autonomous regions and municipalities) to the livelihood index 2010 have improved to varying degrees.
