执政资源,是指可供执政党在执政过程中履行执政使命,提高执政效能,推动国家政治、经济、文化和社会生活不断向前发展的各种积极因素和有利条件。政党作为政治生命体,同人类社会其它生命体一样,其生存和发展都离不开执政资源的支撑。提高党对执政资源的开发利用能力,是提高执政的有效性、巩固执政地位、完成历史使命的应有之义和必然要求。
Governing resources refer to the various positive factors and favorable conditions that can be provided to the ruling party in fulfilling its ruling mission during the ruling process, improving the ruling efficiency and continuously promoting the political, economic, cultural and social life of the country. As a political life body, political parties, like all other human beings, can survive and develop without the support of the ruling resources. Improving the Party’s ability to exploit and utilize resources for ruling administration is a necessary and necessary requirement for enhancing the effectiveness of ruling, consolidating the ruling position and completing the historic mission.
