在“十五大”和“两会”精神指导下,全国各地相继出台了加快非公有制经济发展的规划和措施,对个体、私营等非公有制经济加强鼓励和引导,使之健康发展。如何反映一定时期内一个地区非公有制经济运作情况,向各级领导提供非公有制经济发展情况的监测考核依据,当好参谋,就成为统计部门一个迫切需要解决的问题,这也是社会各界普遍关心的热点问题。我们许昌市统计局积极适应“两个根本性转变”,经过认真研究,开展了非公有制经济统计调查,并初步建立起一套非公有制经济的统计指标体系和统计调查制度。本文简单谈一下我们的一些想法和做法。

How to reflect the operation of the non-public sector of the economy in a certain period of time and provide the leaders at all levels with the basis for the monitoring and assessment of the development of the non-public ownership economy. Being a good adviser has become an urgent issue to be solved by the statistical department. This is also a common concern of all walks of life Hot Issues. We Xuchang City Bureau of Statistics actively adapt to the “two fundamental changes”, after careful study, conducted a non-public economy statistical survey, and initially set up a non-public economy statistical index system and statistical investigation system. This article briefly talk about some of our ideas and practices.
