彩票,是国民收入的第三次分配,是政府筹资的一种方式,彩票发行靠的是政府的公信力,所以私彩是决不允许的,谁代表政府来发行彩票也是一件极其严肃的事。自1987年我国发行福利彩票,1994年发行体育彩票,至今已筹集资金572亿元。隶属于国家民政部的中国福利彩票中心和隶属于国家体育总局的中国体育彩票中心,作为彩票两大发行商,为中国彩票业发展起到了巨大的作用。但是另一方面,两大彩票发行中心在彩票业中的处境越来越尴尬,现行的彩票发行制度非改不可了,《彩票法》应该早日出台。
Lottery is the third distribution of national income. It is a way for the government to raise funds. Issuing lottery depends on the credibility of the government. Therefore, it is absolutely not allowed for a private lottery. It is also an extremely serious matter for anyone who issues the lottery on behalf of the government . Since 1987, China issued welfare lottery, sports lottery issued in 1994, has raised 572 billion yuan of funds. The China Welfare Lottery Center, affiliated to the Ministry of Civil Affairs and the China Sports Lottery Center, affiliated to the General Administration of Sport of China, played a significant role in the development of the lottery industry in China as the two largest issuers of lottery tickets. However, on the other hand, the situation of the two lottery issuing centers in the lottery industry is getting more and more awkward. The current lottery issuing system can not be changed without exception. The Lottery Law should be promulgated as soon as possible.
