我国是一个科学落后的国家,早在立国之初,党就提出了学习外国先进经验,首先是苏联建设社会主义的先进经验的任务。于是,这些年来,除了各种门类的科学技术杂志外,专门刊登反映外国先进理论和技术成就的各种“译丛”“译报”,便如雨后春笋,热热闹闹地办起来了。“石油译丛”“建筑译丛”“城市建设译丛”“公路译丛”“畜牧兽医译报“古生物学译报”……等等,少说也有二三十种。这本来是好现象,谁也无可厚非。但是问题却发生了:既然是期刊,又有一定篇幅,每期凑不够一定的字数就见不得人,于是产生了摘译某某书中的一章的现象;
