高校院系党政共同负责制体现了我国新形势下高校院系领导管理体制及运行机制的完善与发展。在高校实行院系党政共同负责制体现了高等教育法的基本精神。院系党政共同负责制作为高校党委领导下的校长负责制的延伸和支撑,有利于保障和发挥院系党组织的政治核心地位与作用,是高等教育深化改革对高校基层组织变革提出的必然要求,是社会主义高校培养目标得以实现的组织保证。
The common responsibility system of party and government in colleges and universities reflects the perfection and development of the leadership and management system and operation mechanism in colleges and universities under the new situation. The implementation of the departmental and party common responsibility system in colleges reflects the basic spirit of higher education law. The joint and responsibility system of party and government in colleges and universities as the extension and support of the principal’s responsibility system under the leadership of the college party committees is conducive to safeguarding and giving play to the political core status and function of the party organizations in higher education institutions.
