实施“科技兴市”战略 重在科技队伍建设

“八五”初期,栖霞市确立了“科技兴栖”经济发展战略,全市各级牢固树立新的人才观念,加快了人才引进和培养步伐,全市科技队伍进一步壮大。科技人员数量由“七五”末的12511人发展到“八五”末的22962人,其中高级职称的科技人员411人,中级职称4090人。“八五”期间共实施各级科研计划229项,其中国家级火炬计划8项、星火计划2项、新产品试制鉴定计划8项;省火炬计划8项、星火计划12项、攻关计划27项;烟台市计划27项。取得各级优秀科技成果213项,其中填补国内空白的64项,获各级科技成果奖195项,推广优秀科技成果183项。农业新技术、新成果覆盖率达到96%,农作物主要优良品种覆盖率达到98%。科技进步贡献率大幅度增加,1995年达到56.6%,比“七五”末提高了4.7个百分点。在“科技兴栖”战略实施中主要抓了四个方面:一、抓人才培养,夯实科技发展基础。实施“科技兴栖”战略,不仅需要有一支高素质的中高级专业科技队伍,而且有赖于一大批实用型专业技术人才和全民素质的提高。近几年,栖霞市在人才培养上主要抓了三 In the early days of August 5, Qixia City established the strategy of “economic development through science and technology” and firmly established new talent concepts at all levels in the city, speeding up the pace of talent introduction and training, and further strengthening the scientific and technological team in the city.
