“八五”初期,栖霞市确立了“科技兴栖”经济发展战略,全市各级牢固树立新的人才观念,加快了人才引进和培养步伐,全市科技队伍进一步壮大。科技人员数量由“七五”末的12511人发展到“八五”末的22962人,其中高级职称的科技人员411人,中级职称4090人。“八五”期间共实施各级科研计划229项,其中国家级火炬计划8项、星火计划2项、新产品试制鉴定计划8项;省火炬计划8项、星火计划12项、攻关计划27项;烟台市计划27项。取得各级优秀科技成果213项,其中填补国内空白的64项,获各级科技成果奖195项,推广优秀科技成果183项。农业新技术、新成果覆盖率达到96%,农作物主要优良品种覆盖率达到98%。科技进步贡献率大幅度增加,1995年达到56.6%,比“七五”末提高了4.7个百分点。在“科技兴栖”战略实施中主要抓了四个方面:一、抓人才培养,夯实科技发展基础。实施“科技兴栖”战略,不仅需要有一支高素质的中高级专业科技队伍,而且有赖于一大批实用型专业技术人才和全民素质的提高。近几年,栖霞市在人才培养上主要抓了三
