转换国有工业企业经营机制、建立现代企业制度是一项系统工程,既要创造必要的外部条件,又要深化改革企业内部经营机制。改革开放以来,一些外商在我国投资开设的企业在经营活力和经济效益上都明显超过国有企业,其经营机制值得国有企业嫁接。
Converting the operating mechanism of state-owned industrial enterprises and establishing a modern enterprise system is a systematic project. It is necessary to create the necessary external conditions and deepen the reform of the internal operating mechanisms of enterprises.
