四川合江“6.22”事故的发生,与乡镇渡船的超载滥载有很大的关系。部已专门发出通知,对检查工作做了布置;黄部长也对此提出了要求。在这里,我再提三点意见: 一是要确保责任制的贯彻执行。今年年初交通部和国家经贸委联合下发了经国务院同意的《关于进一步加强乡镇船舶交通安全管理责任制的意见》,县乡政府负责乡镇船舶管理责任。我们各级交通部门从行业管理和监督管理的角度进行安全检查,不要孤立地去处理乡镇渡船的管理问题,要把重点放在检查责任制是否真正落实、各种制度是否在认真执行。 二是这次电话会议结束后,由各交通主管部门牵头,海事、船检等部门参加,立即组织对本地区的乡镇渡船进行安全检查。 三是对检查中发现的隐患要及时整改,不能立即整改的要登记造册,跟踪整改;对一些不适航的渡船要坚决停航。各有关单
