胶州市在搞好大型水库工程防洪的同时,把小水库保安全工作作为防汛的重点。为彻底根除小水库不安全因素,该市在对全市小水库进行全面细致检查、登记造册的基础上,把查出的问题分门别类进行专题研究,并制订了切实可行的措施:
