今年九月,中共中央工作会议着重讨论了如何进一步搞好国营大中型企业的问题,并作出了相应的决定。根据中央工作会议的精神,搞好国营大中型企业,政府主管部门要为企业创造良好的外部条件,企业则应当把着眼点放在自身力量的基点上。这两个方面各有许多问题需要解决,但又是紧密联系、互为条件、相互作用的,其根本点就是适应社会主义有计划商品经济发展的要求,从宏观与微观的结合上促进企业经营机制的转换。这是增强国营大中型企业的活力和提高经济效益的根本出路所在。
