在我国,乡镇企业是一个兴起较晚的行业。可是,它却以惊人的速度和成绩为自己赢得了特殊的地位。乡镇企业已成为安置农村剩余劳动力、加快农民致富步伐,减轻农民负担、增加国家收入、承担地方部分财政支出和促进精神文明建设的农村经济的重要支柱。近几年来,湖南零陵地区瑶山的乡镇企业和全国的乡镇企业一样也蓬勃地发展起来,但瑶山的乡镇企业大多数经济效益不高、管理能力不强、劳动技术水平低。为解决这些问题、充分发挥乡镇企业这根农村经济支柱的作用,使我区瑶山乡镇企业在改革中健康稳定地发展,我们试对下面三个问题作些探讨。
In our country, TVE is a late-rising industry. However, it has won its special status with amazing speed and performance. Township and village enterprises have become an important pillar of the rural economy in which rural surplus labor force is set up, peasants are accelerated in accelerating their paces of gaining wealth, their peasants are burdened, their state revenues are increased, local fiscal expenditures are taken up, and spiritual civilization is being built. In recent years, the township enterprises in Yaoshan in Lingling Prefecture of Hunan Province have developed vigorously as well as the township and village enterprises in the country. However, most of the township enterprises in Yaoshan are not economically viable, their management capabilities are not strong, and their labor skills are low. In order to solve these problems and give full play to the role of township and village enterprises as the pillar of the rural economy so that township and town enterprises in our region can develop healthily and steadily during the reform, we will try to discuss the following three issues.
