在全国国有资产监督管理工作会议上,张德江副总理曾指出;“要进一步完善业绩考核的指标体系,开展国际国内对标管理。要进一步完善年度考核和任期考核制度,引导企业实现可持续发展。要进一步完善激励约束机制,严格奖惩制度,对造成国有资产流失的,要追究责任。”结合近年参加国有企业绩效考核的体会,笔者认为,进一步提升国有企业绩效考核的水平,必须采取非常方法。
